The reason that this works is because while you are staring at this illusion the cells in your occipital lobe that detect motion are firing rapidly to try and keep up with the moving screen, so when you look away those neurons that detect motion are still firing in the same way because they had to adapt to continue to detect the motion in the illusion, so it appears as if our surroundings are now moving in the same way that the illusion was!
