The reason we have so many toxic leaders, nothing new by the way, is because we are still managed by an antiquated personnel system based on assumptions from 100 and 50 years ago, include 1) a bloated officer corps, particularly at the top; 2) a centralized selection system that tends to model the promotes or selectees on what the board members look like; 3) A one for all evaluation system dependent on how you please the boss, and 4) a weak accessions system more worried about political correctness and basing commissions more on degrees than on decisiveness and professionalism (which feeds 1).
