The recent resignation of former Inspector General of Police (IG) David Kimaiyo, has triggered varied reactions among Kenyans. A section of Kenyans felt his resignation was long overdue following a spate of terror attacks and ‘welcomed’ the move. But leaders from the North Rift have expressed disappointment in Kimaiyo’s exit, exonerating him from the runaway insecurity witnessed in the country. They blamed constitutional restrains, which they claimed, have frustrated independent operations within the police service. Legislators from Marakwet said they believe the IG was ‘forced out of office’ yet the Al Shabaab threat is external, which should have been handled by the Kenya Defence Forces. Marakwet East Member of Parliament Kangogo Bowen said Kimaiyo was forced out of office and that his resignation was triggered by pressure from the Government. “The runaway insecurity is not a problem of Kimaiyo’s making. He inherited a failed structure in the police service and it is high time the Government addresses the matter to curb insecurity,” said the Bowen. He continued: “The IG’s office has constitutional constraints. There is disconnect between regular and Administration Police and this explains why there are several commanders for each of the sections in every county”. Bowen said the move was ‘mischievous’ and Kimaiyo was used a victim of circumstance in the insecurity debacle currently affecting the country. He said there should be more coordination among the different arms of the police service to ensure the execution of their mandate harmoniously. Bowen also said the Kalenjin community should retain the post of Inspector General of Police because Kimaiyo’s term was yet to end. “We are disappointed as a community. Kimaiyo was the only senior person in the national government from Marakwet and he has been forced to resign,” said William Kisang, MP Marakwet West. Kisang said Kimaiyo had performed well in his career but was also frustrated by the National Police Service Commission and ‘could not even transfer junior staff’. Elgeyo Marakwet Senator Kipchumba Murkomen hailed Kimaiyo as an honest, hardworking, God-fearing and dedicated public servant, who has served the nation with distinction.
