The reform of pension systems is arguably one of the key challenges for social policy in Europe in the context of demographic change. Since 2008, reforms of public pensions in Europe have been both widespread and controversial. All EU Member States and Norway have made at least one reform to their pension systems with most having made more than one. However, Member States are facing different challenges in relation to the scale and types of pension reforms required, due to differences in economic and demographic trends, and in the type of pension systems they already have. Most of the reforms have focused on the financial sustainability of the pension system and especially of public pay-as-you-go pensions. They have dealt with the following: delaying retirement age; equalising retirement ages for men and women; linking the pension age to increasing life expectancy; restricting access to early retirement; and increasing the number of contributions required. This new report from Eurofound provides an overview of the involvement of the social partners in pension reforms adopted since 2008 across the EU27, as well as in Norway. It focuses particularly on the influence of the social partners on the outcomes of the reform processes. More information is available below.
