The revised midwives bill (House Substitute 1 for HB 319) is now available on the General Assembly Bill Tracking webpage (link below). With the final additions, amendments, and compromises this bill should garner sufficient support to get out of committee tomorrow and make it to the floor for a vote in this session. Were up to eighteen sponsors/co-sponsors on the bill, which is good but not great. It will still take effort to pass this bill. In particular, call Representatives Don Blakey and Joe Miro (both sit on the committee) and urge them to vote YES. From any standard (midwives, home birth moms, libertarians) this aint a perfect piece of legislation. Wed right now stand no chance of getting that passed. So we cant let the perfect be the enemy of the good. Once midwives are again practicing legally in Delaware we can move to get rid of some of the excessively restrictive elements in the law. The important thing here is that midwives WILL be able to practice, and home birth moms WILL have a safer option available to them. With thanks to everyone who has worked so hard to get to this point, including Paul Baumbach, Jennifer Antonik, Susan DiNatale, Sarah Culver, and many others, this is crunch time. Hearing tomorrow afternoon around 3:30 at Leg Hall; another DPH midwife subcommittee meeting at 6:00 pm at DPH behind Where Pigs Fly in Dover.
