The role of traditional leaders in our quasi-federal system is suspect. It is a duplication of the existing government in a particular locality and therefore a waste of scare resources. Also, given that traditional leadership does not blanket the whole of SA, those left out of this system are disadvantaged. Meaning some communities have the advantage of double-deeping, while other have only a municipality to look up to for basis services. For example, while the King Sabatha Dalindyebo Local Municipality (together with the O.R Tambo District Municipality) has the responsibility to develop areas under Mthatha and Mqanduli, of which Mvezo is part, people of Mvezo have the benefit of getting services from the chief in the area. People in Queenstown, in turn, have only Lukhanji Local Municipality (together with Chris Hani District Municipality) to look up to for services and development. This might reinforce spatial distortion of apartheid or, worse still, create its own developmental distortion. Just thinking out loud.
