The ten commandments that must be urgently put into practice in Nepal in the short-run are as follows: (1) Declare Plan holiday until the emergence of a democratically elected government with promulgation of the new constitution. (2) Formulate Emergency Budget with objective to sustain higher economic growth rate with substantial poverty reduction. (3) Reordering of priorities to mobilize and attract both FDI and indigenous investments at the initiative of private sector. (4) Improve capacity of Government to effectively spend capital expenditures. (5) Negotiate trading of 200 MW electricity with India inclusive of arrangement for transmission lines to gradually reduce load-shedding that adversely affected the performance of manufacturing sector. (6) Provide only targeted subsidies to population below poverty line. (7) Liberalize imports of petroleum products by inviting private sector and multinationals to partake. (8) Initiate stern action against corruption with pro-active role of CIAA. (9) Induct “meritocracy” in all spheres of the statecraft. (10) Constitute a high level powerful “Economic Commission” with an authority to expose a “White Paper” on current economic status of the economy within a month and devise a pragmatic Road Map within a year to make a breakthrough in the economic front by developing a consensus to implement the programs during short-run, medium-term and long-term.
