The ultra right-wing Heritage Foundation reckons that Eisenhowers farewell speech (including his famous Military Industrial Complex passage) mainly warns of the potential for encroachment upon civil-liberties by the US federal government. I dont read it strictly that way myself. The arms industry for instance, with its lobbyists, its concerns for profit, is a major player in the scenario but Heritage Foundation effectively ignores this aspect.
