There are 23 charges in all for John Swallow and Mark Shurtleff. They were arrested this morning, and variously accused of bribery, altering government records, witness tampering, illegal compensation and evidence tampering. The Governor said it was a sad day for Utah due to the black eye this scandal has left on the state. Reporters Robert Gehrke and Bob Mims bring you the details.
