There are reports that escaped prisoners from Leyte provincial jail (and even looters) started raping women and even young girls. THIS TIME, the line between desperation and mercy must end here. Once caught, no questions, Id say shoot those criminals between the eyes even as they cry plea for their life. Putting the fear of God in them should not be an option. Send them straight to hell with zero chance for bargain. Theres just no room for liabilities in an already depleted system desperately trying to survive.
