There are those touting statistics that overwhelmingly show that thousands of incidents are presented to grand juries with a minuscule returned in indictment. The assertion therefore is bias towards blacks but what was not given is the racial breakdown of those incidences. Furthermore, there is a causation in the underlying incident i.e., an unlawful act or disturbance. A police officer does not go into a situation intent to use deadly force The standard is in fact an officer may not use deadly force to apprehend or stop an individual who has committed, or is committing, a misdemeanor offense. If the threatened harm can be avoided with reasonable safety, some states require the person to retreat before using Deadly Force. This is also why there are so many officers killed in the line of duty. I recommend, the court appoint a special prosecutor in cases involving a police officer involved homicide
