There is a cry to pass the FOI bill but as long as the old system of contracts in any govt project exist ,graft and corruption would still persist. As it is an open knowledge that before any govt project is implemented,the 30-40% SOP is already handed to the officials handling the project..Hypocrisy will tell us if this is not true..In my opinion, in order to get rid of the 30-40% SOP, the govt must create its own agency that will execute all govt projects so that there is no need to transact with private contractors who willingly give in to whatever they are asked for to the detriment of the project.This system, along with the FOI bill will lessen if not totally eradicate graft and corruption...
