They did it on purpose, with pre-meditated intent to cause the most damage possible while trying to blackmail a President who has a history of giving in to 80% of their demands (which they usually increase once theyve gotten an agreement). Now that theyve been defeated (kind of - still a $3 billion favor line in the budget bill to Mitch McConnolls state) some of the Tea Party Republicans are vowing to make another attempt at holding the country hostage to get their way.
