This article assumes that it is the Federal governments job to prepare local and State regions for the next major storm, when it has been FEMAs policy to fund the state and local organizations, so that the policy, procedures, and technology is tailored by the people who will be relying on them for the area that they live in. Saying that the Federal government should have already enacted preparations for the next disaster is ignorant of how these things happen and ignorant of the fact that FEMA and their state and local counterparts were preparing for the next threat before Sandy had even hit.
