This fish lives in a trashy part of the nearby resorts coral reefs in Pagudpud, Ilocos Norte. It appears to me that it has a thick cataract in both eyes that explains it is intrepid to interact with a diver like me. Does the sea garbage has something to do with the deformity? It must be stressed that I have not known of underwater cutting/welding undertaken nearby. I have noticed this phenomenon, with the same kind of fish (dogfish puffer), in reefs where salvages are being undertaken.
