This is in the mail including copy of the letter to Glenn. 1/31/14 Dear Charlotte Garrido, In the news today, I see that Glenn Olson retired as Kitsap’s Chief Administrative Officer. I have the letter I sent to him in regard to a continuing trespass & a public nuisance as defined in the RCW. I would like to bring this problem up to your attention and have enclosed a copy of what I had sent to him. Hopefully you can look into this matter and get it remedied as soon as possible. Earlier this month I sent messages to the Parks Department via e-mail but have yet to receive a response that it was even received. The installation of the gate across is a clear violation of Washington State and Federal law. Kitsap County or the citizens that live on the end of Millihanna Road have no legal right to block off a established public right of way blocking off the public’s access. Also looking into the Geotech report posted on the web page of the county website the following is a list of questions that I have. 1. If the County or Parks Department due to lack of maintenance by not maintaining the drainage that allowed the damage to occur to the access road, shouldn’t they be held responsible to correct the problem immediately? With drainage problems throughout the County this was certainly foreseeable. 2. Also in the Geotech report the NLO’s Scope is to repair the damaged road to allow emergency vehicles access to the beach. A temporary less expensive fix would be to make the pathway stable & safe for foot traffic only until the funds were found to for permanent repair of the road. Safety concerns have been brought up & from what I understand the beach is still accessible by boat & the problem area access has yet to be marked as a danger or blocked from the beach or from Millihanna Road access. Regardless of the condition of Anderson Point Park the unlawful gate needs to go. Please reply so I know that I know you are looking into this problem.
