This is my understanding of the London model of pricing and planning its public transport. (If I am wrong, please correct me). The fares and route planning are decided by a central authority. This ensures a more efficient system to take care of the needs of the public for transport. The actual operations of the bus services are tendered out to the operators for a fixed price contract with service standards to be monitored. The operators take care of employing the drivers and handle the operators and seek to improve efficiency, but still meeting the service standards. They are not responsible for the fares and revenue. I find the London model to be more efficient than the convoluted model adopted in Singapore, with the inherent conflict of interest, confusion and other problems.
