This is the memorandum To: University Vice-Chancellor : Prof P. Mbati. Cc: Deputy-Vice Chancellor Operations : Dr JJ Zaaiman : Deputy-Vice Chancellor Academics : Prof JE Crafford : University Registrar : Prof E Nesamvuni : Acting Director of Student Affairs : Mr LG Tshikudo 21 July 2014 RE: Demand for an immediate change in the security department. Receive bitter, sad, disgruntled, frustrated and emotional greetings from the students as led by the SRC which is led by the office of the SRC President. It is gradually becoming a shame that we shall continuously meet at such devasting occasions whereby, a life of a person will be the crux of all engagements. We are constantly finding security compromised, in events of trauma and the need to be secured is much greater, we find ourselves and the property around being exposed to exploitation by those who respect the law lessor than others. 1. The general nature and character of security vis a v our own security. Security guards and security systems are the to provide a mechanistical sense of security for not only the people around but also property. Security is a concept which cannot be divorced from safety, where one is secured one is safe. Securities have a fiduciary obligation towards their respective areas of responsibilities and are usually the first and last line of Defence. It is however, a great disappointment to note the great level of incompetency the security department has displayed most recently. The university premises are always filled with none students, university equipment goes missing on a daily basis and a number of innocent lives had been lost due to the misunderstanding of the nature and character of securitism which exists amongst our very security guards and the security system itself. The security system which is in used currently has been forever been in use, it is the same system which is in place 10 years ago, hence the lackluster attitude in terms of developing a security system which is best suitable for our institution. The stagnancy in the developmental aspect of the security system is the best form of evidence on how much of a failure is the security department and why there is need to alter its operations and alter its appearance in terms of individuals occupying various post therein. 2. The H.O.D Adv Mushavhanamadi is supposed to be the head of the channel of command regarding our security forces. It is the advocates command that dictates on how many securities should be deployed where and which strategic positions should be secured? It therefore, would make perfect sense for Adv Mushavhanamadi to be one man who can account for the doings of the security guards around campus.we believe whatever the guards on campus are doing is a direct command of the advocate. Thus we say as students, Adv Mushavhanamadi has no idea on his job execution. We believe that had we found a more professional individual for that particular post, we would not have gathered here under such a dreadful condition yet once again. Furthermore, we are of the opinion that even if we were to deploy the CIA, FBI or even the army as our security guards, under adv Mushavhanamadi the already mentioned forces would become a laughing stock. We further believe that adv Mushavhanamadis discipline and self-control is below par. We believe his character does not portray the type of individual we would like to handle such a sensitive part of the varsitys operations, which is safety and security. As students, we believe Mushavhanamadi excels at approaching our fellow female counterparts and we find that quite condescending such that, it becomes a bit problematic for the advocate to impartially execute his duties. We find the advocate as a hinderance in any attempt to remedy our security shortcomings. As students we believe that remaining with Mushavhanamadi as HOD of security is negligence in itself and is being arrogant and adamant to a much needed change. No security and safet issue will be well remedied in the presence of the advocate, it is actually equivalent to taking one step foward and two steps back, redundancy. It is because of these reasons that we demand the immediate release from office for the HOD of security, adv Mushavhanamadi. We are not going to buy in the investigation and labour law nonsense, the same way others left, he should leave too. 3. Jackcliffy security It is a general feeling amongst students that Javkcliffy security is the worst in most recent history. We demand an overview of their performance and that particular overview must not be done by Mushavhanamadi as we have already stated. We are off the opinion that Jackcliffy security is the cheapest security and as such their outcomes are equivalent to their price. Our lives are being gambled with by the university. They opt for cheap companies as if our lives were cheap. This should go directly to the hearts of senior management, you are an integral part of the problem, you provide us with cheap security then pretend to be suprised when people die in their numbers. We demand a better security company, we pay school fees to get the best services not the cheapest, since its our money paying Jackcliffy we are refusing it and refusing your cheap pricing company nonsense, we say it must meet the devil in the nearest hell. So management also has a role to play, liberate us from this cheapest pricing company policy, which is exposing us to death. 3. Demands We demand the fast tracking of the CCTV tender, we further request that the tender be isolated from the policy of cheap pricing companies. We further demand on the immediate reshuffling of the security department and the immediate dismissal of both Mushavhanamadi and Jackcliffy security. We demand that all our demands be met before the end of business day today. We know the content of this letter might leave other individuals unhappy, but its okay they just have to be strong. Students are bitter and disgruntled, we have forgotten about the concept of safety and security as it does not exist for us. This is an attempt to outlet our frustrations and it did not cover even half the ground of frustrations. Hope our demands will be well received. Kind regards SRC President Uhuru Mofokeng
