This photo, taken at City Hall on November 1, 1971, is of the swearing-in ceremony of certain police officers moving up in rank. The official doing the swearing in is City Clerk Thomas Smith. Looking on is interim Mayor Charles Krieger. The first two officers from the left, Sanerio Costantino and Frederick Halever (possibly mispelled), are being sworn in as deputy chiefs, and the remaining four, Edward Griffin, Paul St. Lawrence, Herman Donchin, and John Henehan, as inspectors.
