This police officer is beating up a disabled veteran who is already on the ground. For what and does it matter? The problem it seems is lack of self control of one anger might be the problem in many of these cases. All police officers should be forced to take martial zen training or at least 1 year before going on to the streets unsupervised. Body canms must be active on all interactions with citizens or the case is automatically thrown out.
