Thuy Dung and Lan Nhi Party General Secretary Nguyen Phu Trong At a meeting with voters in Hanoi City, Trong said that as China is a big neighboring country, Vietnam should prepare for all possible scenarios and react in a right manner. “Whether we like it or not, we still have to live close to that country. We don’t have the right to select a neighbor,” he said. Trong said the Vietnamese Government has consistently stuck to its firm policy of protecting national sovereignty by peaceful means, and in compliance with international law and the pacts agreed upon by top leaders of the two nations. “We will use all peaceful measures, including legal action,” Trong confirmed. All voters at the meeting condemned China’s unilateral acts which have violated Vietnam’s sovereignty, sovereign rights and jurisdiction and are threatening peace, stability and security in the region and hurting the Vietnam-China friendship. China has deployed more than a hundred vessels, including warships, to guard the Haiyang Shiyou 981 oil rig that has since early May been illegally placed in Vietnam’s exclusive economic zone and continental shelf as defined by the 1982 UN Convention on the Law of the Sea. Voter Bui Duc Thap from Tay Ho District said Vietnam should take a tougher stance against China’s wrongful acts in the East Sea. Vietnam should show video footage of China’s unilateral and aggressive actions in the East Sea to the world and use it as evidence when the country brings the case to an international arbitration, Thap said. Trong said the East Sea situation has become a concern of the country and the international community. This issue is related to Vietnam’s stability and development, national independence and sovereignty and friendship with China, he noted. Vietnam has sought to coexist peacefully with China while resolutely asserting its independence and sovereignty. However, China has been making moves to realize its nine-dash line map in order to occupy 80% of the East Sea. According to the Party leader, Hoang Sa and Truong Sa belong to Vietnam but China used force to occupy Hoang Sa and Vietnam will do all it can to take Hoang Sa back. “We don’t want war. We must try to prevent it from erupting. But we have to prepare for all possibilities,” Trong said. Moreover, Trong said it is necessary to distinguish between the Chinese people and the Chinese government. Vietnam should maintain a good relationship with 1.3 billion Chinese people, Trong said. Despite adverse impacts of the ongoing East Sea tensions on the country’s economy, Prime Minister Nguyen Tan Dung at a regular cabinet meeting that ended on July 1 again stressed that the Government would stick to key macro economic targets in 2014. Gov’t gets ready for worst-case scenarios in trade ties with China Nguyen Van Nen, minister and chairman of the Government Office, said the Government has foreseen a bad scenario in which China would limit border trade, even close border gates or tell Chinese contractors to withdraw from some projects in Vietnam. However, Vietnam is able to deal with the worst-case scenario. As determined by the Government, Vietnam’s economy is not totally dependent on a single market, Nen said. To realize this year’s macroeconomic targets, the Government requested that projects using the State budget, government bonds and official development assistance (ODA) capital must be sped up. Moreover, the nation must improve aggregate demand. Notably, the Government will speed up disbursements of the VND16-trillion package to support local fishermen to build offshore fishing vessels and better equip Vietnam Coast Guard and Vietnam Fisheries Resources Surveillance Force. Ministries and local authorities will continue help businesses get out of the woods, boost production and speed up credit growth, especially for export-import and agriculture sectors. Vietnam aims for gross domestic product growth of 5.8% this year.
