To The CENTRAL VIGILANCE COMMISSIONER, The VIGILANCE COMMISSIONER, Central Vigilance Commission The Chief Secretary , Government of Haryana The Principal Secretary , Government of Haryana , Town & Country Planning Department The Chief Administrator, HUDA , Panchkula The Chief Controller of Finance, HUDA , Panchkula Sub - Complaint against the Estate Officer - 1 , HUDA , Gurgaon for the allotment of Plot 2436 , sector - 23 - 23-A , Gurgaon in Illegal and beyond his Authority .The fraud more than 1,50,00,000/- by the officials of HUDA. The allotment by sale of residential Plot No. 2436 Sector-23-23A at Urban Estate Gurgaon on free hold basis was issued in the year of 2013 by the Estate Officer-I, HUDA, Gurgaon and the possession certificate was issued to the allottee on 06.03.2013 by the Estate Officer-I, HUDA, Gurgaon. The allotment letter was not issued earlier by the Estate Officer due to litigation as per the report and the alternative plot was offered to the allottee in Sector-9 in lieu of plot No. 2436 Sector 23-23A, Gurgaon. But the allottee did not avail the offer and never in correspondence with Estate Office and suddenly lodge a request letter to the Office . As soon as the Estate Office received the request start serving with all means to allot the plot . The case is 25 years old. It is not clear that what type of litigation on the plot and as per the report of Patwari there was no litigation or court case. The report of Assistant and Patwari of HUDA is contradictory. The plot in question was never under litigation. It is very surprised that no correspondence made from the side of allottee till 31.07.1996 and no refusal was received from the allottee during the above mentioned period. As per the remarks given by the officials of HUDA, the approval should be obtain from the Head Quarter keeping in view of the heavy financial implications, but no approval has been obtained from the Head Quarter in spite of remarks given by the officials of HUDA. In such cases, the approval should be obtained from the Head Quarter. The Estate Officer has allotted the said plot at his own level. Only proper inquiry would establish the name of officials and other person in this fraud . This is a criminal case .Because the Estate Officer is not competent to allot the plot at this stage . This has in the reference to the subject sited above . Attachment - 1 is the request letter from the so called allottee received on 10/4/2013 by the Estate Officer -1 , HUDA , Gurgaon . Attachment -2 is the copy of incomplete Possession letter . Attachment -3 is the copy of Allotment Letter by the Estate Officer -1 , HUDA , Gurgaon Attachment -4 Copy of request letter for the allotment of plot by Sh. Rajiv Kumar dated 3.6.1990 .
