To aggressively pursue our governance reform particularly at the municipal level, we need to go back to the very basic requirement of functional local government units. Under the LGC, each local government units are required to come up with their structure to man the government affairs in every locality. The structure should be filled up in accordance with the existing CSC rules and regulations. The ideal structure of a functional LGUs must be like this. For ARMM LGUs we are lucky enough that the regional government still shoulder the devolved functions and services concerning the Health (MHO), Social Services (MSWD) and Agriculture (MAO).
