To answer the question , in 2011 there were no laws requiring AC companies to include duct nor to determine quality of existing ductwork. So yes thwy could legally install a brand new handler up to old ductwork. Even today they are only required to ensure the size of existing ductwork is adequate for the new handler. So we got a shitty company who saw us coming from a mile away and knew that within a few years we would need new ductwork. .. Please learn from our uneducated mistakes
