To continue: Thing 27: Direct the Attorney General to develop a nationwide Safe Approach for implementation by all police departments with the following rules: a. No policeman will use physical force during any arrest where a misdemeanor crime is suspected, and every citizen will be presumed innocent until proven guilty in a court of law. b. No law enforcement officer will engage in a high-speed automobile chase in or around an urban area whereby innocent people might be injured or their property damaged. c. No law enforcement officer will engage in any conversation with any citizen through the use of profanity, shouting, unnecessary physical contact, or other actions prejudicial to respect for citizens rights or good order. d. No person, apprehended by a law enforcement officer, may resist, ignore, or disobey instructions by said officer while he or she is in the execution of the duties of his or her office. The use of profanity or other overt displays of disrespect for a law enforcement officer by any person, whether a suspect or not, is a misdemeanor and may be punishable by fine or imprisonment or both. Any person who attacks any law enforcement officer (including K-9) with a deadly weapon, or who feints such an attack while under apprehension is subject to the use of deadly force by the law enforcement officer. e. The penalty for violation of this law by a law enforcement officer is removal from service, dismissal from the force, forfeiture of all pay, allowances, and pensions, and criminal prosecution, f. The penalty for striking or otherwise intentionally injuring a law enforcement officer (including K-9) is a minimum of 10 years imprisonment without parole. Where an officers life is threatened the attacker may be terminated by the officer, or may be subject to life in prison. g. The penalty for killing a law enforcement officer is death. h. All law enforcement vehicles used in public interaction will be equipped with dashboard cameras to provide a clear record of the conduct of all parties. This instruction should be examined and finalized by law enforcement officers, judges, and civilian advocates with an eye to making law enforcement more effective, and ensuring that citizens rights are preserved and protected.
