To have moved forward on substantive change: The Democratic Baker’s Dozen 1. Reform gerrymandering. 2. Reform filibuster rules. 3. Reform state control of Federal elections. 4. Reform campaign financing. 5. Reform the tax code to reaffirm graduated taxation, eliminate loopholes, and eliminate preferential treatment of long term capital gains. 6. Reform corporate welfare. 7. Reform lobbying rules. 8. Strengthen financial regulations on banks and investment firms even further. 9. Synthesize clear public education campaign on global warming causes and effects, plan mitigation strategy, and begin tactical implementation. 10. Synthesize clear public education campaign on the history of and reasons for separation of church and state, and reaffirm the Constitutional principle. 11. Establish the concept of real time war tax levies outside the normal budget, to be required when we engage in wars. 12. Make changes needed to ensure Social Security, Medicare, and Medicaid are preserved as the guaranteed, risk pooling, popular programs they are in a fiscally responsible and viable way in perpetuity. 13. Make it a Federal offense for states to undermine Federal law.
