To my conservative and liberal friends. We can all agree on one thing: we personally need to balance our own budgets, unless we choose to walk away from our responsibilities and declare bankruptcy due to our mistakes. Our elected government should be held to the same standard. I applaud the Republican victory in 2014, but I will now hold them accountable for their promises. This is what I will send to my Republican Senators and Representatives: I care less about Obamacare, immigration, and social issues than I care about our nation. A nation in debt will collapse. This has been true since the Romans. Please propose, sponsor, and vote for the following Amendment to the Constitution of The United States of America: 1) Except in time of war as declared by Congress, the Congress shall not appropriate nor the Executive allocate the expenditure of funds in any calendar year in excess of the funds collected from Taxes, Duties, Imposts and Excises in the previous calendar year. 2) As end-of-year collections may be estimated, the Congress shall revise its appropriations and the Executive shall revise its allocations for any calendar year by July 1 of that year to correspond to the lesser of expenditures appropriated or allocated for that year and funds actually collected from Taxes, Duties, Imposts and Excises in the previous calendar year. 3) Should the Congress fail to complete resolution of differences between previous end-of-year projections and actual end-of-year collections by July 1st of any year, the Congress shall resign without further compensation, replacement Senators shall be appointed or elected within thirty days and replacement Representatives within times decided by the States. No legislative action may be recognized until quorums are established in both Houses of Congress. 4) This Amendment shall take effect no later than eight years after its ratification by the States. I really dont think Congress will pass #3, but States should consider it. Congress once met only in the Spring. They ought to be part-time, but they are not. They extended the Fiscal year from July to September years ago. giving themselves a free quarter of spending. Now, they get budgets done never. This amendment would give Congress another quarter of free lunch, and hold them accountable forever more. It demands a balanced budget without gimmicks, and would free surplus years to pay down our debt.
