In this video, Florencio Abad talked about why leaders should resign. He talked about poor and weak governance, moral authority, functions of leadership. Now that its 2014, we ask you now Budget Secretary/Mr. Abad: do you claim to have the moral authority to juggle government monies, transfer them from executive department to legislative department, call Senators that they have 200million here or 100million there, all coming from the Budget of the Republic? Who gave you the right to fund projects, that are not in the Appropriation Act, which is the law, to be undertaken by your favored legislators and benefit selected NGOS? Clearly, your acts were unconstitutional and illegal. The question now is: do you have the decency to resign?
