Today I am taken aback that the states Vigilance Organisation cannot make a distinction between an outstanding advance and loss to government. As reports say, the then CMD of State Police Housing Corporation caused loss to government of eight crores of rupees. What in fact is that after adjusting advance of around 52 crores given to cement and steel manufactures for supply of the required cement and steel, there was unadjusted advance of eight crores when he was transferred. Adjustment of advance is a continuous process and it does not stop with the transfer of a CMD. Subsequently some more adjustments have been made and the outstanding advance could be around three crores for which I understand supporting documents have been with the Corporation. Purchase of steel and cement from reputed manufacturers was approved by the Board of Directors of the Corporation in the interest of economy and quality. This decision is being followed even today. Advance is being made to these manufacturers as per the terms of the sale even today. How then can government pundits view this as loss to government and they even decided to institute a case against the former DG Police? How could such a ridiculous proposal of the state vigilance even get approved by the Chief Secretary and the Chief Minister? Why was the officer not given an opportunity to explain his stand? Why was the case wrecked up years later and in a most surreptitious manner? Is it a calculated move to damage the reputation of a top police officer of the country? I am not so much bothered whether he is made or not made the CBI Chief. What I am worried about today relates to the issue of criminality in governance. I had never seen Odishas governance acumen dipping to this nadir. I would suggest that the Government reviews the FIR; realises its mistake and withdraws it . This seems to be an honourable way out.
