Today I went to a live simulcast from KU regarding the new Autism bill called HB 2744. I left there sick to my stomach. While I concede that this is an advancement to helping children and their families struggling with Autism to both access and pay for services - one of the first things said was this bill is MESSY. Oh, how true that warning was. I saw with my own eyes two DIRECTORS from the Kansas Department of Insurance say over and over and over again - and I QUOTE - We have no jurisdiction. So, I am still perplexed as to what exactly those people are getting paid to do other than send emails (which anyone can do), mail responses (which anyone with email access can get on their own), and make phone calls (which anyone with a phone/access to one can do). There is our mighty tax dollars at work. I am further disgusted when I hear that Summary Plan Descriptions (SPD) - which is the long booklet one gets from their insurance company (usually at either enrollment or new plan year time) explaining what is covered, how much, what isnt covered, etc. is to be written - get this.... AT A 5TH GRADE LEVEL !!!! True statement right there, and I heard today lawyers and directors of national companies joke about how obviously - they are not. I am further disgusted to find out that even with a bill, it is still up to PARENTS AND PROVIDERS (thats a quote) to pave the way in making this system work. Which I do not shuck my responsibilities as a parent - however - do you know how many parents I saw in the room today - a handful. The other handful were the providers that actually care about getting coverage (and paid coverage) for their patients. There was a total of 15 people where I was at today. There is no state committee, no state office, no state department, no state nothing - who is in charge of taking what is now LAW and making sure it is implemented anywhere for anyone in this WHOLE STATE! I listened to Jacqui, who worked for insurance companies for many years and now owns her own company consulting regarding health care, clearly say without hesitation - INSURANCE COMPANIES DO NOT CARE ABOUT ANY OF OUR QUALITY OF LIFE ISSUES. At the end of the day, they are a business and do not want to pay claims as that is a deduction out of their checking account. Common sense has told us this, but surrounded by professionals - literally from all over the US today - including one lady who works for Autism Speaks who was phoned in from Washington where she works - all stating that ultimately these kids who need help, are - under law - allowed to have it, parents who are working and paying for medical insurance, now not only have to learn and read and try to understand the new law (literally print it off and read it and try and figure it out), also have to help pave the way to implement it wherever you happen to live within the state and hope you can find those willing to help your cause and have time/knowledge/resources to do so, and on top of all that... fight the giant entitled Insurance company when they dont want to pay your claim for whatever reason the algorithm spits it out - and it was confirmed insurance companies are getting better and better at trying to find ways to spit those claims out because the chances of it not being resubmitted at all or in time (and there are ALL SORTS OF TIME LIMITS) is HUGE! And .... if you end up having an issue just call that dandy Kansas Department of Insurance - they can send an email, call or put a letter in the mail to you... however, they have no jurisdiction to do anything here in the state... or anywhere for that matter! After a long cry on the way home - I realized what I have learned so long ago regarding my son and was refreshed of today.... I love my son, and the world does not. They do not want to find value in him nor help make him better. By myself, I cannot help him, but with my reliance totally on God - I can do ALL things... even help my son.
