Today KAYCAD submitted this report to INEC. _________________________________ KANO YOUTHS COALITION FOR ADVOCACY AND DEVELOPMENT (KAYCAD) REPORT OF MONITORING OF PERMANENT VOTERS CARD DISTRIBUTION CONDUCTED BY INDEPENDENT NATIONAL ELECTORAL COMMISION HELD FROM 7TH TO 9TH NOVEMBER 2014 IN KANO Kano Youths Coalition for Advocacy and Development (KAYCAD) monitored the distribution of Permanent Voters Card (PVC) distribution by INEC from 7th to 9th November, 2014 in Kano. We were able to monitor some polling units in these local governments. Kano Municipal, Dala, Gwale, Kumbotso, Kabo, Nasarawa, Danbatta, Fagge, Ungogo, Gwarzo, Gaya and Karaye. In this report we are going to focus mainly on the areas that had problems in the distribution of PVC in order to rectify the problem as many could not obtain their PVC. The monitoring was conducted by KAYCAD’s officials and members who went round many polling units in Kano in order to observe the exercise and also through social media by messages sent out by KAYCAD and the responses gotten from people. Here is the breakdown of the monitored areas and the type of problem noted in the distribution. At Nasarawa Local Government, monitors observed that the exercise held in only 20 out of 100 polling units in the local government, when contacted by KAYCAD the INEC office said the PVC for the local government were ‘burnt’. As a result many of the Polling Units we visited like Suleiman Crescent, Giginyu, Kawo, Badawa, Gobirawa, Tudunwada, Saint Louis School Bompai etc voters were seen discussing the issue in numbers and there was no any INEC official present. At Dala Local Government , in Kantudu ward voters were told that machine blew up and that that was no specific date for the commencement of the PVC distribution, also at Sarari Kofar Mazugal ward only one unit was distributing PVC. At Kano Municipal, KAYCAD visited Kankarofi Ward and there was problem of non distribution of PVC in mos of the polling units. At Gwale Local Government, hundreds people were disappointed at Kofar Kabuga especially those assigned to the ballot box number 24. Out of the over 1000 people that registered only about 370 were able obtain their PVC and the remaining over 600 would have to register over again. At Kumbotso Local Government, seven Polling Units were said to have ‘burnt cards’. At Gezawa Local Government , we received a report that units 17, 14, 15 and 13 of Ketawa Ward did not receive their PVC. At Danbatta Local Government, there were a lot of cases of missing cards in most of the polling units visted by our observers. The distribution however was quite successful in most of the following local governments observed by KAYCAD, they are Gwale, Kabo, Gwarzo and Bichi Local Governments, while there were some reported cases of missing cards at Ungogo local government. In conclusion, considering the above problems observed, KAYCAD calls on INEC to urgently consider extending the period for the distribution of PVC across the 44 local government areas of Kano State by at least seven days period. We also call on INEC to ensure that those whose PVCs were said to have ‘burnt’ are registered in the continuous voters registration. KAYCAD also salute the effort of Kano people who came out in numbers to obtain their PVC and saluted their courage to withstand the disappointment they faced in most of the local government areas observed by KAYCAD and urge them to persevere and get registered for those who could not obtain their PVC.
