Top 5 U.S. Intelligence Agencies ---------------------------------------------- According to Washington Post: CIA (Central Intelligence Agency) collect, analyse, evaluate, disseminate foreign intelligence and conduct covert operations; NSA (National Security Administration) protect the governments information systems and intercept the foreign signals intelligence information; NRO (National Reconnaissance Office) design, build, operate the nations signals and imagery reconnaissance satellite; NGIP (National Geospatial-Intelligence Program) generate and provide imagery and map-base intelligence, which is used for national security, U.S. military operations, navigation and humanitarian aid efforts; GDIP (General Defense Intelligence Program) provide assessments of foreign military intentions and capabilities to policymakers and military commanders. Conduct human and technical intelligence collection, document and media management. These U.S. five top intelligence agencies spend 68% of $ 52.6 billion dollar. My opinion: 1. Even we are small country but i think it is very important to have enough budget to invest in national security and defines capability. Some may say that we are small, so need not to care about this matter like super power, but i think that because we are small that why we have to work hard to figure out who is doing what on us. 2. We have to amend our constitution to let RGC (Royal Government of Cambodia) hold only rights to create executive order/ directive in order to implement the Law and have no authority to draft organic/ essential law. We have to give the absolute power of drafting law to NAC (National Assembly of Cambodia). 3. We have to amend the internal rule of NAC to let all 10 NACs commissions hold rights to question any minister they want with proper reason. And if the commission doesnt, law has to oblige minister to report verbal/ written document about their ministry to the commission monthly. 4. I believe in liberty and freedom of individual and nobody including the government have rights to enter citizens house without proper law/ regulation/ verdict. But in order to guarantee the public safety and security, RGC has to hold rights enter into personal life of citizen for national interest and security. 5. Generally, the second secretary in charge of political affair of each Embassy hold duty and obligation to control and manage their intelligence agents in the receiving respective country to collect, analyse, evaluate, and disseminate all information to their ambassador and send through cable to their headquarter like CIA, for instance. How they collect information? A. They do it through meal appointment such as breakfast, lunch or dinner with official in the organisation, sometime they dont meet with the top leader of the organisation but his/ her assistant/ secretary which know almost everything and dont know s/he is being trapped to extract secret information. B. They go into the organisation just to talk with anybody they can talk to by introducing that they are journalist or magazine agent whether national, regional or international and it is a real media organisation but it doesnt famous because their main business objective is not selling news but collect information for intelligence agencies and those media organisation is created by black money of their country for only this specific purpose. Some of them know Cambodia like their palm hand even small geographic area in any provinces. C. They run business such as massage shop or cafe shop to extract information from their client because fancy massage shop is the target of businessmen and high ranking official and cafe shop is target for general medium level official and the public opinion on various issues. D. They provide IT support or telecommunication mean for receiving state like free phone number and free internet to student/ police/ soldier/ high ranking official, and military division and they set up intelligence military machine in the telecom system to extract from the conversation by auto recording according to person, phone number, or code word. For example, if someone say about their leader name, country, bomb. In case of USA, they set more than 200 code word in like Obama, USA, Bomb, Nuclear, Bio-Chemical Weapon, Drug, Terrorist, etc… E. Set up chip in the use material, in care, in house, in phone, etc… to record your voice. F. Set up Voice Recorder From Distance (VRFD) in 50-100 parameter the conversation. Case 01: Previously, when IT wasnt advance or smart enough, U.S. dig under ground to set up intercept tool under the Russia Embassy in USA. Case 02: Wikileaks show many secret intelligence information is intercepting by foreign countries like U.S. every where around the world through their embassy. In each their embassy, there is a under ground bunker doing their CIA work, according to the Cambodia Daily based on the recent Wikileak release.
