Transfer policy for group D staff Kolkata, 23 September: The state government is introducing inter-departmental transfer for group D staff. The step, which is aimed at disciplining errant employees, has been taken in the wake of a severe dearth of group D staff in various departments. A set of rules have been drafted to bring group D staff under a single cadre that will be governed by the West Bengal Service (Secretariat Common Cadres) Rules, 1984. Once the rules come into place, the state government will be able to strip the group D staff of their current privilege of remaining posted in the same department throughout their career. The government will be able to transfer them from one department to another whenever needed. Presently, transfer policy exists for the employees belonging to the secretariat cadre, including lower and upper division assistants or clerks, typists, head assistants, section officers, registrars and special officers. The fresh move comes close on the heels of a recent decision taken by the state government to transfer secretariat employees to the districts. The move will help in addressing the problem of staff crunch as employees can be transferred to departments with very few staff, said an official adding that an assessment has also been undertaken to ascertain the strength of group D staff in each department. According to the draft proposal, group D staff will be categorised under three pay bands ~ grade I, II and III ~ along with a scope for promotion. Apart from the provision of promoting 10 per cent group D staff to lower division clerks, which too is granted as per vacancy, at present there is no such promotional scheme for them. The rules will bring in scope for promotion to a higher grade as well as the existing provision for promotion to lower division clerks. To begin with, efforts have been initiated to do away with around 91 posts of group D staff that have existed since pre-Independence. Some of these posts are pankhapuran, cycle peon and durwan. A gradation is also to be done for the group D staff for categorising them in the respective pay bands. sns
