"Twitter deserves praise for declining to make this process seamless for the government. The more convenient these requests for information are to make, the more of them there will be. If it’s easy for the government to request broad and sweeping troves of information from Internet companies — if the companies don’t make a fuss about each one — then it’s more likely that the communications of innocent Americans will be caught up in a dragnet intended for foreigners. But if each request is a hard slog, the N.S.A. and the F.B.I. might think twice about making them, making sure each one is narrow and justified."
