UNDP – Apoio Dezenvolve Institusional ba Administração Regional Oecusse no ZEESM; Aplica no compete ba....(Procurement Officer) Vacancy Announcement Project Title: Support to the Institutional Development of Oe-Cusse Regional Administration and ZEESM Post Title: National Procurement Officer Type of Contract: Service Contract Level: SB-3 Duration: 1 year (with possibilities of extension upon availability of resources and satisfactory performance) Duty Station: Oe-Cusse Expected Starting date: October 2014 Organizational Unit: UNDP, Governance Unit Entitlements/benefits: Obtainable from the UNDP Human Resources Unit Background Timor-Leste has been making steady progress towards socio-economic growth, but challenges abound. In the wake of relative political stability since 2006, Timor-Leste has strengthened its democratic process through successful conduct of elections and political transition in 2012, progressed to an official classification of a lower-middle income country with per capita income of $5,446, articulated its developmental vision through a National Development Strategy, demonstrated clear political commitment to social protection and embarking on a range of governance and public finance reforms. However, high poverty rate (almost 50%), double digit inflation especially food inflation that directly impacts the poor, high dependency rates resulting from the demographic profile, high youth unemployment and institutional structures and systems that need to be strengthened. These challenges are visible in Oe-Cusse district, an enclave nestled within Western Timor province of Indonesia and with an estimated population of 70,000. Oe-Cusse’s developmental challenges are deepened due to its geographical location, weak and very basic institutional base and low public investments in services, making efficient governance difficult at best. The constitution RDTL provides a provision of special status to Oe-Cusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2). The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030 to establish special zones of social market economy to transform the lives of the people of Oecussi with an integrated approach to sustainable, social and economic development. UNDP has been providing Policy advice to the ZEESM office since its establishment and has entered into a deep engagement in developing a program that helps conceive, establish and support governance and sustainable and innovative development structures and systems in Oe-Cusse. The framework for UNDP’s support to Oe-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to provide effective and efficient services for a successful programme delivery. Duties and Responsibilities Under the supervision of the Project Manager, the incumbent will ensure the needs for Procurement services are anticipated, identified and addressed in support of specific business operations encompassing procurement management and plan effective and efficient manner. S/he will oversee and provide assistance in the procurement management of field operations to support ZEESM and Oe-Cusse Regional Administration audit if required. S/He will backstop, monitor and provide training to the field based staff in the areas of Procurement arrangements, monitoring and reporting. Frequent field visits for provision of such support may be required by the officer. The incumbent will comply with the provisions of UNDP POPP, rules, regulations and guidelines regarding personnel management, procurement, contract and financial management and filling system. The areas of assignments are as follows: 1. Support to the ZEESM Procurement Management 2. Support to Project Management 3. Project Procurement Plan 4. Documentation and Filling System Management 5. Support to Organizing Project Events Scope of work / Expected Output / Timelines: • Ensures elaboration and implementation with full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies. • Ensures efficient management of procurement processes and proper preparation of procurement plans for the ZEESM project, establishment of the deadlines and monitoring of their implementation. • Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation. • Ensure effective internal control, proper design and functioning of a client-oriented procurement management system. • Facilitate the procurement of goods and services and asset management for ZEESM project and in coordination with operation units in UNDP Country Office. • Develop and coordinate the development of procurement plan for ZEESM project in consultation with project tam and relevant parties. • Facilitate the process of procurement of goods and services, including the consultants and equipment for ZEESM and Oe-Cusse Regional Office. • Keep asset inventory updated and arrange asset disposal if and when necessary. • Comply and verify budget and accounting data by researching files, calculating costs, and estimating anticipated expenditures from readily available information sources. • Prepare procurement reports, progress reports and other required asset reports • Process all types of payment requests for settlement purpose including quarterly advances to the partners • Preparation of annual procurement plan and prepare periodic procurement records • Undertake project closure formalities including submission of transfer and disposal of equipment, processing of semi‐final and final revisions, and support professional staff in preparing the assessment reports • Prepare reports and documents as per specified formats, project, or programme plans and general • Provide substantive support to the Project Manager for overall implementation of Procurement Services • Prepare and update inventories of expendable and non‐expendable project equipment Impact of Results Identification of Procurement service needs in support of specific business operations encompassing administration, human resource, logistics and travel, transport and supply will increase the success rate of the programme in delivering its services in a timely manner as per UNDP rules. The delivery of specialized process in a specific service will ensure consistency and timeliness of the whole programme delivery. Accuracy of procurement services enhances UNDP credibility in project Management. Qualifications and Experience Education and Experience: • A Bachelor Degree in Management or any relevant filed with at least two years of experience in business management, procurement management and administration management will be an advantage but not as requirement. • Requirement complete Secondary Education with at least 5 years of relevant experience in business administration, procurement, finance is acceptable. • Knowledge and experience of working with ATLAS will be an asset. • Knowledge of UNDP’s rules and regulations related to administration and finance as well as other business processes will be an advantage. • Experience with UN or similar development programme or reputed private organization is an asset. Functional Skills: • Excellent skills in computers (Windows, Word, Excel, and Power Point). • Organisational skills. Language Requirements: • Excellent written and spoken command of English and Tetum. • Working skills of Bahasa, Portuguese or Baikenu languages is an asset.
