Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. For its local team, where, UNRWA is seeking to employ a qualified: Senior Infrastructure Engineer – Water Vacancy Announcement Number Grade 18 15-AR-AM-01 Deadline for Applications 27 January2015 Duty Station HQ Amman, Jordan The incumbent is responsible to the Chief, Environmental and Infrastructure Engineering Division (CE&IED). In accordance with Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities Provide technical guidance on various aspects of the environmental infrastructure component related to water supply, and water networks as follows : 1. Assess the needs and infrastructure problems in the refugee camps as related to drinking water supply and water including resources, wells, treatment, networks, water tanks and reservoirs and determines the services and facilities required to meet these needs; 2. Provide technical recommendations and guidance to develop sustainable water infrastructure; 3. Advise the supervisor on all aspects relevant to various stages of related projects development including proposals, planning design, and construction including coordination with regional/municipal authorities, when needed; 4. Advise the supervisor in preparation of terms of reference of feasibility studies, review and appraisal of feasibility studies, and preliminary and detailed technical designs with respect to drinking water and water networks supply projects; 5. Advise and make recommendations on the preparation of guidelines for development of community participation in water supply; 6. Assist in the development and implementation of gender mainstreaming in the area of water supply and management; Plan, develop and supervise or review designs of water supply and networks components of the Infrastructure and Camp Improvement Programme Agency-wide, including resource planning; create detailed designs of water and collection systems, when needed, using water modelling software; Be responsible for monitoring of water supply and water networks projects’ implementation including preparation of progress reports and standards of construction and undertakes periodic visits to the Fields to make sure that the activities/interventions related to water quality, water supply and water networks are being implemented in accordance with the approved policies, strategies and procedures and construction best practices; Assist the supervisor in developing UNRWA policies and strategies in the water supply sector in line with other UNRWA general policies; contributes to the Design Manual and the “Camp Improvement Manual“ and other technical instructions in the area of environmental infrastructure - water; Be responsible for coordination with host governments regarding local water supply, potable water distribution, while applying regulatory knowledge and experience to identify cost-effective solutions for planning; is responsible for preparing design standards and infrastructure construction specifications; Prepare for the supervisor’s approval procedures and instructions related to establishment and periodic upgrading of camp-by-camp situation analyse to identify problems, needs and priorities in the area of water and water supply and networks; ensure that conditions related to water quality and adequacy in refugee camps are maintained and regularly updated; prepare progress reports for CE&IED on the status of the implementation of funded projects; Supervise the work of relevant consultants engaged by the Department of Infrastructure and Camp Improvement at HQ(A) and the Fields when needed; Advise the supervisor on water sector environment impact assessment issues; Plan, recommend and supervise the Agency’s training programme in the area of water supply. Professional Knowledge and Experience Advanced degree from an accredited educational institution in civil or infrastructure engineering ; Eight years of experience in environmental engineering, including design, construction, project planning, management and contract administration, of which four years should be at a supervisory level; Experience in computer applications relevant to environmental engineering; Experience in administrative and financial matters. Excellent command of written and spoken English and Arabic. Competencies Creativity and ability to take initiative; Knowledge of specialized engineering related computer software; Very good technical English writing skills; Ability to work under pressure; Knowledge of health and safety codes/measures on construction sites; Project management skills; Planning and organizational skills; Knowledge of the latest developments regarding new materials and methods and their impact on design and construction; Familiarity with water processes and technologies; Ability to develop clear goals and prioritize activities and assignments; Strong organizational skills and ability to meet deadlines and to manage multiple tasks effectively and efficiently. Desirable Qualifications Knowledge of the Near East environment and cultures; Professional experience in developing countries and in management of engineering projects related to water and water supply. Additional Information The incumbent will be required to travel extensively in the Agency’s area of operations; Possession of a valid driving license. Equivalency When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination. Conditions of Service The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1176.60 plus senior professional officer allowance of 69.90% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
