IEBC had enough funds to conduct a presidential re-run elections.However,due to the outcome of the then situation,the Jubilee government won in round one and took control of this money. During campaigns the president one Uhuru Kenyatta said that if he wins in round one, the money meant for presidential re-run will be given to the youths as grants. The elections were concluded in round one, the money was and still is there,but why is it being disbursed as loans again?????? This money should be given as grants and not loans.
