Uganda Most Corrupt in East African Community A good 9 out of 10 Ugandans say that on one or more occasions in a single year, they had to pay a bribe to a government official to get the service they need. This, according to Transparency International in its Global Corruption Barometer 2013 survey report. Those interviewed said that police were the most corrupt by far. The Global Corruption Barometer is the only worldwide public opinion survey on people’s experiences and their views about corruption. It captures how corruption is viewed at the national level. It also provides a measure of people’s experience of corruption for a specified year. Two thirds or 67% of Ugandans interviewed in 2010 felt that corruption had increased between 2007 and 2010, 12% believed that it had stayed the same, and 21% believed that corruption had fallen. corrupt_ugadna_police ranked 142nd out of 175 countries. Denmark was number 1 and Somalia and North Korea tied at number 175. The Corruption Perceptions Index ranks countries and territories based on how corrupt a country’s public sector is perceived to be. It is a composite index, drawing on corruption-related data from expert and business surveys carried out by a variety of independent and reputable institutions. Interviewees were asked to rate 11 institutions. Five percent believed that religious bodies were corrupt. Not surprising were the 14% of interviewees, the highest, who believed that the police institution is corrupt. The Judiciary were the next institution that interviewees believed to be corrupt, at 12%, even above public officials and civil servants at 11%. Parliament came out at 10%, and the military tied educators at 9%. Business and the private sector and NGOs were tied at 7%, and the media were at 6%. Uganda topped the five East African Community (EAC) countries in corruption. However, the survey discovered that most people in all five countries of the EAC pay bribes for government services. Transparency International was created in 1993 by a few individuals who decided to take a stand against corruption. The organization is present in more than 100 countries, working to draw the world’s attention to the ills of corruption.
