Ukraine asking Russia to give reasons for ban on imports of Roshen products Kyiv, April 1 (Interfax-Ukraine) – Ukraine has officially asked Russia via the World Trade Organization (WTO) to present explanations in detail regarding the reason for the ban on supplies of the products of Roshen Corporation in line with the Agreement on Technical Barriers to Trade ( TBT Agreement). According to a statement of Ukraine at a meeting of the WTO committee on technical barriers to trade held on March 19-20 posted on the WTOs Web site, Russia presented answers regarding the reasons of the ban on supplies of Roshens confectionery products on March 17. Two documents are mentioned as a ground for the ban: Russian law on protection of consumer rights No. 2300-1 and technical regulations of the Customs Union Food products in part of its labeling. Ukraine asks to specify the document used to apply the ban. Russia also said that the restriction of supplies of Ukrainian confectionery products is not a TBT measure. In turn, Ukraine reminded that technical regulations under the TBT Agreement could concern both the requirements for labeling and the product itself. Thus, Ukraine asked Russia to give explanations in line with the TBT Agreement. Ukraine also noted that during checks of factories of the Roshen Corporation, the commission included representatives of UniConf confectionery holding, which is the key rival of the Ukrainian manufacturer. We havent officially received any report on the results of the check, reads the statement of Ukraine. According to the statement, the Web site of Rospotrebnadzor is not the official source for reporting the results of checks of enterprises and Ukraine is still waiting for the reports on the checks. It was added that the non-observation of the requirements on the labeling of products by Russian manufacturers is fined in line with Russian law, and no one is banning the sale of the products. Ukrainian confectionery products were tested in accredited laboratories, and the results of the tests confirm that the products are in line with Russian requirements for food products. Ukraine is convinced that Russias measures against supplies of Ukrainian confectionery products are stricter than law requires and are discriminative compared to the requirements to goods made in Russia and other countries. As reported, Rospotrebnadzor in July 2013 banned supplies chocolate and sweets made at four Ukrainian factories of Roshen Corporation due to complaints about its quality.
