Unfortunately child abuse laws are very difficult to enforce in many cases due the the perpetrator being a first time (caught) offender. If this video was really disturbing make a call to your legislator or get a petition going to make the laws stricter. right now child abuse is a class b misdemeanor (at least in Utah) and can carry a sentence of no jail time to life imprisonment, depending on the seriousness of injuries the child incurred.
