Update from Senator Albert Robinson- Senator Albert Robinson’s Frankfort Report FRANKFORT – Key issues that affect many across the state were discussed in my interim committees during November. The committee on Local Government heard testimony from the Kentucky Association of Counties (KACO) as well as Kentucky League of Cities (KLC). One of the main issues discussed was funding of 911 centers and how sources of revenue are decreasing due to a decreasing use of land lines. The 911 service is funded through a fee on every land line phone. The presentation included an argument to put 911 fees on every cell phone plan in Kentucky. This was met with scrutiny since many families have multiple phones and many have both cell phones and land lines. Some members of the committee wondered if there were 911 dispatch centers that could be regionalized to decrease the operation costs of every county having these centers. In the State Government committee, we heard testimony from the Kentucky Employee Retirement System and the Kentucky Teachers Retirement System. Regarding the KERS, funded liabilities may decrease when the new numbers come in. The new law regarding the switch to a hybrid cash balance funding model goes into effect January 1. This law comes out of Senate Bill 2, sponsored by Senator Damon Thayer, and passed last General Assembly. Employee pension and retirement funds are a concern of many in our state. We are working hard to find and implement solutions to unfunded portions of the retirement systems that our public employees rely on. The second week of December, I will again be in Frankfort at the caucus planning session as we look at the issues facing us during the 2014 General Assembly.
