Update of Uttarkashi Flash flood 2013 (17th June 2013 to 21st June 2013) 1. On 17th June 2013 at Pu Office an emergency meeting has been organized for the conduction of rapid assessment of affected area of Uttarkashi due to Flash flood. As the Joshiyara was highly affected where the SBMA-Plan office is located, looking to the situation, the following decisions have been made • From the security point of view, it was decided to shift server, core software (PPM, ES4), and Email system, to SBMA-SRTT office (Gyansu). • The PO Files of current FY-13 and other related documents has also been shifted to SRTT Offices (Gyanshu) • 6 teams were formed to conduct a rapid assessment as per following- SL# Location for rapid assessment Responsible persons 1. Tekhla to Gangori • Manmohan • Pushpa Bishit • Lalita • Sunita The cluster manager will be responsible to conduct the rapid assessment of their respective area Sangamchatti, Bhatwari, Lata, Maneri, Mustiksour, Bandarkot, Nakuri, Hitanu/Dunda, Pipli & Sankurna • Thereafter formats for rapid assessment was refined, by including some changes which was used last year and printed formats were allotted to the team and also oriented them. • Date decided for rapid assessment of affected area was on 19th June 2013 onwards • It was also decided that the cluster mangers and team will conduct a rapid assessment of their villages which come under their clusters. 2. On 18th June 2013 PU Staff members were engaged in helping Peoples in evacuating their houses 3. Shifted the other important official documents and computer systems, LCD, KYAN etc to another safe location in Joshiyara. 4. On 19th 2013 June a meeting was organized for the action plan and steps that need to take, in order to provide relief to people and to conduct a rapid assessment so that actual data and need of the people can be collected. Reviewing the areas affected, 6 team formed on 17th June 2013 has been divided into 8 teams again as per the area below; S. At evening, a sharing meeting was organized where formats were collected. And as per the need of people in relief camp shared by the team next day action plan was prepared. 5. As per the decision made on 19th June 2013 at evening, On 20th June 2013 following Material were made available; • Supplied Tea and Breakfast to approx. 600 People • 22 blankets were provided to needy families • First Aid kit was provided to prevent the people in the relief camps from fever, Diarrhea, cold and cough. • Sports Material and Play activity material were provided • We have also started relief camp at Bhatwari. • On 19th June-13, deputed 4 team leaders (Mr. Dinesh Rawat, Mr. Bhupendra Badoni, Mr. Ajay Panwar & Mr. Ambika Pd. Kudiyal from PU team for conduction rescue operation at Gangori, Naitala, Ganeshpur, Maneri, Naluna, Lata, Malla, and Bhatwari and also deputed 20 cluster staff members with them for this operation. These staff members have rescued approx. 2000 people from Bhatwari to Uttarkashi • Organized (Uttarkashi Apda Prabandhan Jan Manch) IAG emergency meeting to take joint action for immediate response and relief and the following decisions have been taken. 1. Need to help people who got stuck on the way to Gangori 2. Support of Basic Food Items to people of uttarkashi and pilgrims on the way to Gangotri. 3. Red Cross has supported 15 medicine kits for the disaster affected People 4. SBMA-Plan has supported with 750 Packets of biscuits, 450 packets of Glucose, 30 Kg Nuts (Chana), and Sugar Ball, 15 Torch, 15 Packets of Candle and 15 Packet Match Box for basic food supply to the pilgrims 5. Rotary Club supported with 750 Packets of biscuits, 15 Kg Nuts( Chana) and 15 Kg Sugar Ball 6. A team of 15 trained Staff members of SBMA-Plan, APF, JADI, Tarun Vigyan Sansthan, Shiristi, Rotary Club, Red Cross, Renuka Samiti have been formed and deputed rescue work from Uttarkashi to Bhatwari and team has recued approx. 500 people from the way of Gangotri. 7. SBMA-Plan served tea and breakfast to 400 peoples in 4 relief camps established at GIC Bajoria, GGIC Uttarkashi, Kirti Inter College, and Rishi Ram Shiksha Sansathan. Support of Blankets, First Aid kit, Sports material for children 8. Facilitated tourist pilgrims for transportation to Rishikesh • Participated in ‘Zilla Vidhik Sewa Pradhikaran” meeting in the Chairmanship of District Judge. The Committee has formed as per the direction of the Supreme court and after a long discussion, the following decision have been taken; 1. Close monitoring of relief work will be conducted by the committee member 2. Committee will also conduct relief and rescue activities 3. Monitoring of quality construction will be conducted by the committee member 4. The district administration will update to committee for tendering process of construction work. On 21st June-13, the following initiatives have been taken by the team members of SBMA-Plan- • Breakfast and tea served to more then 400 people (pilgrims and local affected) at GIC & GGIC Uttarkashi, Bajoria inter college, Goshwami intermediate college and bus stand. • Lunch and Dinner have been served to 600 people at Gangori and Udyog Bibhag hall • Served 100 people at Bhatwari for Lunch and Dinner. The camp was organized by the Bhatwri cluster team members • Provided basic medical facilities at Gangori location and also helped to approx. 500 people to reach Uttarkashi safely from Gangori onwards • Meeting with Urban Minister- Shri Preetam Panwar, NGO representatives & government officials (SDM, ADM and other officials) and planned the map of rescue and relief works in Uttarkashi • Provided transportation facilities to the pilgrims from Gangori to Uttarkashi and also sent the office ambulance for a team of 10 people with 2 serious patients
