VA wants to make it as fast and easy as possible for Veterans and their survivors to file for and receive an accurate decision on their claim. VA is updating its regulations (following a 180 day familiarization period) to require the use of standard claim and appeal forms. This update is necessary because the lack of standardization contributes to claim processing delays, inaccuracy and frustration among claimants. VA has worked extensively to address concerns and is committed to preserving the effective date rules concerning informal claims through the creation of a new “intent to file a claim” process. The use of standard forms will enable Veterans and their survivors filing claims and appeals to clearly state what benefits they are seeking and provide the information which is necessary to process their claims. These changes WILL NOT affect claims already filed or those filed within the familiarization period.
