VACANCY FOR THE POST OF DIRECTOR GENERAL OF THESURFACE AND MARINE TRANSPORT REGULATORY AUTHORITY (SUMATRA)1.0Background The Surface and Marine Transport Regulatory Authority(SUMATRA) was established by Act No.9 of 2001 and came intoforce on 15 th August, 2004 by Government Notice No.297 of 20 th August, 2004.Following the expiry of the tenure of the Director General of SUMATRA, the Chairperson of SUMATRA NominationCommittee established under section 8 of the Surface andMarine Transport Regulatory Authority Act No.9 of 2001 invites Tanzanians with relevant qualifications as spelt out herein toapply for appointment to fill the vacancy of the DirectorGeneral of SUMATRA. The Director General will be on contractfor five years but may be eligible for reappointment for onefurther consecutive term. 2.0Duties and Responsibilities In accordance with the provisions of Section 13 (6) of theSUMATRA Act, 2001 Cap. 413, the Director General shall beresponsible for the day to day operations of the Authority,subject to the directions of the Board. He/She will beresponsible for the following:a)To lead the top management team in formulating theoverall business plans and advise the Board of Directors onstrategic corporate plans, objectives and policy guidelines;b)To ensure effective implementation of the Surface andMarine Transport Regulatory Authority Act, 2001 asamended from time to time;c)To ensure reporting on performance and other statutoryrequirements to the Board of Directors and other relevantstakeholders. In this regard, he/she shall be responsible forensuring accurate and efficient financial and personnelmanagement, accounting and auditing systems of theauthority; d)To provide linkage between the Authority, the Board, theGovernment and the General public on the affairs of theAuthority;e)To maintain the integrity, transparency and accountabilityof the Authority; andf)To perform any other duties as may be assigned by theMinister in accordance with SUMATRA Act, 2001. 3.0Minimum Qualifications In accordance with the provisions of Section 13 (2) of theSUMATRA Act, Cap.413 and SUMATRA’s Scheme of Service, thefollowing are the minimum qualifications for persons seekingappointment of the Director General shall:a)Be a post graduate degree holder from a recognizeduniversity;b)Possess at least ten years experience in one or more of thefields of management, law, economics, finance orengineering;c)Have knowledge of the industry;d)Satisfy the Nomination Committee that he/she is unlikely tohave a conflict of interests under SUMATRA Act, 2001;e)Be willing to serve as Director General;f)Be well suited to perform the functions and duties of theDirector General competently and honestly. 4.0Remunerations The Director General of SUMATRA will receive a competitiveremunerations package as may be determined by the Board of the Authority from time to time. 5.0Mode of Application All applications, including detailed curriculum vitae with onepassport size photograph, photocopies of Certificates, namesand addresses of three work related referees with title marked“Director General-SUMATRA” on top of the envelop should beaddressed to:Permanent Secretary (Chairperson),SUMATRA Nomination Committee,Ministry of Transport, Tancot House, Pamba Street/Sokoine Drive,P.O.
