VACANCY NOTICE WITH UNICEF ZIMBABWE Health Specialist Purpose of the Job Health Specialist is responsible for the overall coordination of the Health Transition Fund (HTF) and development, planning, implementation, monitoring and evaluation and administration of the Health and Nutrition Programs and Health Systems strengthening activities supported through Health Transition Fund within the country programme. Accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives and expansion of HTF assisted Health interventions, including the attainment of the Millennium Development Goals agenda and beyond. Key result areas *Organize and facilitate the regular activities of the Health Transition Fund, such as; the monthly HTF-steering committee meeting, the quarterly review and report writing exercise, the HTF Joint review mission, the HTF annual work plan preparation and the annual report, organizing the MOHCC and the provincial health offices, and ensuring the monthly generic PMD report is collected reviewed. *Contributes to the preparation of the Situation Analysis Report by compiling, analyzing and evaluating information and providing the technical input and support to Health interventions and its periodic update. *Works with other UNICEF sectors, particularly; Nutrition, HIV/AIDS, WASH and Programme Communication to ensure integration of the Health programme with other sectors. *Participates with UNICEF, Government, non-government organizations (NGOs) and other partners in the development of strategies and approaches relating to Health. *Contributes to the identification and introduction of new approaches, methods and practices in program management for improving programme delivery with emphasis on sustainability of intervention and community participation. *Undertakes field visits to monitor programmes, as well as participates in periodic programme reviews with government counterparts and other partners. *Provides technical advice and support to government officials and implementing partners in the planning and management of the Health interventions and ensures their sustainability. *Identifies training needs; designs and conducts training and orientation activities for government personnel and beneficiaries and other relevant partners, for the purpose of capacity building, sustainability of programme/projects and expansion of coverage of services. *Certifies disbursements of funds, ensuring those activities are within established plans of action and programme budget allotments Coordinates activities and exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives. *Provides assistance for evaluation exercises, programme mid-term review, annual sector review and preview meetings with Government counterparts and all other relevant partners. *Assumes any other duties and responsibilities assigned as appropriate to the purpose of this post, and delivers the results as required. Qualifications and Competencies *Advanced degree in one of the disciplines relevant to the following areas: Public Health, Medicine, Health Research, International Health, Health Policy and Management, Strategic Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Nursing or a field relevant to international development assistance in Health. *Five years of professional work experience at the national and international levels in coordinating a multi-donor pooled funding and experience in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health. *Professional work experience in a managerial position, or a technical expert position in MNCH & development, health care. Current knowledge of humanitarian and development issues, strategies, as well as programming policies and procedures in international development cooperation. *Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills. *Good analytical, negotiating, communication and advocacy skills. Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
