VERY OFTEN THE SUPPORTERS GO OVER BOARD AND DAMAGE THE REPUTATION OF THE OUTFIT THEY SEEK TO SUPPORT. SOME USE ILLOGICAL AND VULGAR EXPRESSIONS TO DISCREDIT THE OPPONENTS. BUT THIS REFLECTS BADLY ON THE LEADERS THEY SUPPORT AND CAN VERY WELL CAUSE THEIR DEFEAT. THAT IS WHY MANY MATURE LEADERS PUT MORE FAITH ON THE SUPPORTERS WHO DO A SWOT ANALYSIS.ONE SUCH GROUP HAS MADE FOLLOWING OBSERVATIONS: (1)THERE SEEMS TO BE TWO TYPES OF SUPPORTERS OF A LEADER. ONE TYPE BOOSTS HIS MORALE BY SAYING:....... AAGE BADHO, HUM TUMHARE SAATH HAI,. THE OTHER TYPE, EQUALLY SUPPORTIVE, IF NOT MORE, QUIETLY POINT OUT AREAS OF IMPROVEMENT. THEY DO SWOT ANALYSIS. (2) THE LATTER, WHILE ACKNOWLEDGING GOOD QUALITIES LIKE SIMPLICITY, IMAGINATIVENESS, ADMINISTRATIVE ABILITY, TECH FRIENLINESS, SUPERB ORATORY.... POINT OUT THAT HE MUST TRY AND STRAIGHTEN OUT A FEW THINGS TO RISE TO TOP: (A) HE MUST CREATE MORE ACCEPTABILITY IN NDA( SHIV SENA RANKS HIM BELOW KALYAN SINGH, JD(U)IS OUT) AND ALSO GLOBALLY. THERE ARE A NUMBER OF BJP LEADERS WHO CAN SCORE BETTER ON BOTH THE COUNTS. THEY HAVE BETTER NET POPULARITY (NET OF + AND -). (B) HE SHOULD SEE TO IT THAT THE CAG REPORT IN FUTURE IS NOT SO CRITICAL OF HIM. The state government had taken a loan of Rs 15,083 crore to adjust the monitory deficit of Rs 11,027 crore, leaving a balance of Rs 3,645 crore, which is poor debt management, said CAG. It has invested Rs 39,179 crore in corporations, boards, government companies, rural banks and joint ventures. In the last five years, the average return on this investment was 0.25% while the state government has paid interest at the rate of 7.75%. The CAG report, which is likely to be tabled in the ongoing session of the state assembly, also criticized the government for not furnishing utilization certificate of Rs 9,066.34 crore. The CAG has also observed that compared to other states, Gujarat traditionally spends less on education and health. Though, in 2011, the amount spent on health was adequate. It has also ridiculed the government on computer literacy and education — Rs 292 crore was allocated but only Rs 88.24 crore was used. Similarly, for special courts, Rs 629 crore was granted, but only Rs 252.45 crore was used. In the roads and buildings department, Rs 957.95 crore was allocated for constructing offices, but not even half the amount was spent for various reasons. Sighting many such examples, CAG has observed that there is wide variation, practically under every major head of account. Although the entire state government has been criticized, the finance and public sectors have been shown as least efficient. IN JUNE 2013, BABUBHAI BOKHARIA WAS (THE WATER RESOURCE MINISTER IN GUJ GOVT) WAS SENTENCED FOR THREE YEARS BY PORBUNDER CIURT FOR RS 54 CR SCAM. THEY SAY IT WOULD HAVE BEEN BETTER IF HE WAS REMOVED AFTER SENTENCE BY COURT ( THOUGH JUDGEMENT WAS CHALLENGED). ALL THIS SPOIL HIS IMAGE. (D) MAKE GROWTH MORE INCLUSIVE . [31% BELOW POVERTY LINE AND THE NUMBER INCREASED IN HIS TENURE. MIGRANTS MAY PRODUCE MARGINAL EFFECT BUT THAT IS TO BE EXPECTED IN ALL STATES DOING BETTER- MAHARASHTRA, DELHI, KARNATAK....] WHILE CONGRATULATING HIM FOR HIS POPULARITY, THEY ALSO POINT OUT THAT IN 2013 STATE ELECTION, THE MAJORITY OF VOTES WERE AGAINST THE GOVT. THOUGH MANY CAUTIOUS LEADERS GIVE MORE IMPORTANCE TO THE SECOND TYPE OF SUPPORTERS, FOR A LEADER TO RISE BOTH TYPES OF SUPPORTERS ARE NEEDED. LET US WISH HIM ALL THE BEST.
