VIA: Republican Security Council The GOP national security community is very alarmed by the proposed Bilateral Security Agreement which was announced Wednesday by Afghan President Hamid Karzai and Secretary of State John F. Kerry. President Obama spoke to the Afghan leader and wrote “U.S. forces shall not enter Afghan homes for the purposes of military operations, except under extraordinary circumstances involving urgent risk to life and limb of U.S. nationals.” • The new rules make Afghan dwellings virtual safe havens for the enemy. They all but prohibit U.S. troops from entering dwellings during combat. • Ryan Zinke, an assault team from SEAL Team 6, says: “The first people who are going to review it are the enemy. It’s going a document that can be used effectively against us. This is where we either fight or go home. What’s happening is we’re losing our ability to fight overseas.” • The present Rules of Engagement are already difficult and Obama has made them worse. In August 2012 the Taliban was able to shoot down a CH-47 Chinook helicopter and kill 30 U.S. troops, including 17 members of SEAL Team 6. An AH-64 Apache gunship pilot saw the spot where Taliban operatives fired the rocket-propelled grenade that felled the chopper, but they were denied permission to shoot because the fighters were in a building. • Many returning U.S. soldiers have said the rules are too restrictive. • Despite complaints from GOP members of the House and Senate Armed Services Committees, the Obama administration is severely limiting our soldiers, and many of them of them are comparing the combat situation to Vietnam.
