Vacancies - An Advert sent by the Chartered Institute of Personnel Management (CIPM) to all her members Job role 1: Head, Technical Services (ES0051) Reporting to the Director General, the successful candidate will be responsible for leading the daily technical operations of the RSWSRC. Specifically, he/she will monitor standards and code of practice for all water service providers, and champion continuous improvement in research, planning and standards enhancement in the entire water service delivery value chain in the State. Key responsibilities will be to: § Conduct research on the ground water characteristics across the various locations in the State and advice service providers accordingly. § Set up mechanism and processes for maintaining effective coverage in the compliance monitoring evaluation and tariff regulation. § Develop effective and commercially viable regime, terms and conditions for enhanced water service provision in the state. § Liaise with appropriate enforcement agencies in ensuring compliance with established standards and code of practice. § Develop and maintain databases and up-to-date maps and profiles of the different water producers and users in the State. · Develop strategic technical partnerships and contacts with local and external agencies, and other organizations to enhance collaboration and opportunities for technical supports. Key Requirements § A bachelors degree in Engineering, Physical Sciences or other related disciplines. § Certification in quality management and assurance and tariff rate settings will be an advantage. Membership of relevant professional body is essential. § A minimum of eight (8) years experience in regulatory, monitoring, assessment and related roles in public or private organisations. § Demonstrable experience in tariff rate settings and methodology. § Proven analytical skills, including the ability to complete complex analyses. § Proven leadership, negotiating and influencing skills. § Excellent networking skills, particularly relationship building, interpersonal and communication skills. § Excellent business acumen, financial and commercial knowledge. JOB ROLE 2: Manager, Finance and Administration (ES0044) Reporting to the Managing Director / Chief Executive Officer, the successful candidate will be responsible for effective strategic and operational financial planning, monitoring and reporting to enhance management decision-making. An intrinsic part of this will be to facilitate the achievement of PHWCs business and operational strategies by ensuring the provision of timely and qualitative administrative and support services to the Company. Key responsibilities will be to: § Manage the overall operations of Finance and Administration functions. § Drive the implementation of the operational strategy, work-plans, programs, systems, controls, policies and procedures to ensure a rigorous financial frame work in alignment with PHWC’s overall objectives. § Ensure timely and accurate preparation of monthly, quarterly and annual management reports to aid management decision-making process. § Manage the Corporations financial resources and ensure conformity of all financial reports with corporate accounting policies and principles. § Monitor the financial status of the Corporation with regards to cash flow, investment, outstanding balance and short-term finance. Key Requirements § A bachelor’s degree in Accounting or finance related field. § Possession of post-graduate degree(s) and relevant professional qualifications, e.g. ACA, ACCA, CPA are essential with proven analytical and qualitative accounting/ finance competencies. § A minimum of twelve (12) years’ relevant experience, with at least five (5) years experience at senior management level. § Good knowledge of advanced financial management (accounting and reporting), treasury and investment management, international accounting and financial reporting standards and tax principles, local tax regime/legislation and implications to business as well as information management. § Excellent networking skills, particularly relationship-building, interpersonal and communication skills. § High ethical standards and integrity. JOB ROLE 3: Finance and Accounts Officer (ES0048) Reporting to the Accountant; the successful candidate will be responsible for providing general support to the Accountant of the Corporation. Key responsibilities will be to: § Support the preparation Annual Budget Proposal with clear budget basis. § Develop budget and cost structure for reporting, analysis and management information. § Support the estblishment and maintainance of an adequate accounting system that will produce financial statements in line with International Public Sector Accounting Standards. § Support the implementation of the budget, and report on budget performance. § Execute business relationship with banks, financial institutions, and financial regulatory authorities. § Ensure proper documentation and record keeping of accounting and financial transactions. § Reconciliation of the Corporation’s bank accounts. Key Requirements § Good first degree in Accountancy, Finance, Business Administration, Economics or other related disciplines. § Possession of an MBA shall be an added advantage. § Relevant professional qualification(s) e.g. ACA, ACCA, CPA are essential. § A minimum of five (5) years post-qualification experience in Financial Management. § Proven experience in financial management of public institutions is essential. § Excellent communication, numerical and analytical skills. High ethical standards and integrity.
