Title: Project Coordinator No.of Post (2) Project: Spectrum – Sustainable Development Knowledge Network Duty station: Yangon, Myanmar Duration: 1 year contract, extension by mutual agreement Project Coordinator positions will have areas of focus in one or several of the following areas, (one primary focus area, a secondary area and skills enhancement area as well) : - - EITI/ natural resource revenue transparency - Budget transparency - Parliamentarian Engagement - Integrity building / Anti-corruption work - Community based research - Land registration - Land use planning - CSR and Responsible Business - Investment codes and practices - Human rights / particularly the Ruggie framework for Business & Human rights - Education and Engagement for Children and Youth Specific skills, experience and interests in any of the above areas will be highly considered. Skills, experience and interest in leadership and program management core and crosscutting areas will be highly regarded :- o Project Management o Donor and partner relations o Communications, journalism and media o Gender programming considerations o Monitoring and Evaluation. Page 2 Roles and Responsibilities for Project Coordinator The Project Coordinator positions will take the lead for implementation of programs and projects in Myanmar. The positions have unique opportunities to harness energy and collective efforts to make a difference to sustainable development. A. The Project coordinator will be responsible for completing the following tasks:- 1. To coordinate the program and project implementation, building capacities of the project partners, timely reporting and management of overall project. 2. To provide technical advice to the program and project partners through trainings, information sharing, regional exposure. 3. To progress translation projects, develop training manuals, info-kits, guidelines and publications relating to the project and other environment issues. 4. To conduct advocacy and policy work at national and regional levels. 5. To collaborate, contribute to other network, and build alliance for effective network and coordination among organizations and project partners 6. To monitor and evaluate the project activities on a regular basis for effective project implementation. 7. To identify and conduct research activities relating to the program and projects. 8. To ensure the safety and security of staff with the risk management 9. To enhance communication, networking, building good relationships/coordination with other staff, youth groups, other relevant organizations. 10. To compile and submit program progress reports to donors (narrative and financial) and monthly reports to the Interim Director 11. To carry out specified tasks to fulfill the organizational goals and objectives under the supervision of Supervisor. Page 3 B. Qualifications: A. Any degree and significant experience in land registration, environment, sustainable development, youth activities, indigenous issues or other field relevant to development in Myanmar. B. Proven project management, planning and networking experience. C. Able to manage staff in a collegial manner, address conflicts and develop their skills. D. Strong written and oral communication (both English and Myanmar), interpersonal and facilitation skills, and computer literacy. E. Able to work independently, proactively asking for help when needed. Able to work under stressful situations in a security constrained environment. F. Regional travels will be necessary. This role gives opportunities to learn and develop skills, as well as contributing to making a difference to sustainable development. A. The Program Officer will be responsible for completing the following tasks:- 1. To carry out tasks relevant to the project implementation, building capacities of the project partners, timely reporting and management of overall project. 2. To liaise with other assigned project staff and volunteers for the project. 3. To provide technical advice to the program and project partners through trainings, information sharing, regional exposure. 4. To progress translation projects, develop training manuals, info-kits, guidelines and publications relating to the project and other environment issues. 5. To conduct advocacy and policy work at national and regional levels. 6. Title: Assistant to Director No.of Post(1) Project: Spectrum – Sustainable Development Knowledge Network Duty station: Yangon, Myanmar Duration: 1 year contract, extension by mutual agreement Purpose and Scope of Position • Coordinate the flow and prioritization of correspondence to and from the Directors Office. Receive and screen all regular and confidential correspondence which requires the attention of the Director. • Draft minutes of meetings and routine correspondence related to the Directors work. Type a variety of materials such as correspondence, reports and papers. • Identify and prepare briefings on priority areas related to correspondences and route correspondences to senior management team members under whose competence a particular enquiry falls and follows-up action done. • Plan and organize daily work, and take independent and timely decisions to meet objectives. • Monitor the implementation of action points related to management meetings. • Maintain a tracking system to ensure the timely completion of tasks. • Compose important and confidential correspondence and justifications as required by the Director on tasks within the area of responsibility. • Establish an efficient electronic and hard-copy filing system for the Directors office, including confidential documents and records. Maintain filing for the Directors office. • Ensure travel and accommodation arrangements are made in timely manner. • Maintain the Directors calendar of official engagements/coordinate and manage the calendar commitments. • Arrange appointments and coordinate programme for visiting YIPs, arrange meetings with senior government officials of Myanmar. Page 2 • Research and provide background material for the Director in advance of meetings. • Summarize highlights of management meetings and disseminate information reports, etc. from meetings and follow up action taken when required. • Advise and assist the delegated Officers on follow up matters and action to be taken in the Directors absence. • Monitor day-to-day functioning of the Directors office. • Maintain strict compliance with confidentiality required on documentation and information received. • Perform other duties as required. Monitoring and Progress Controls The Director will monitor the performance of the Assistant to Director in line with his/her assignment. Position Success Success will be the measured by completion of duties and responsibilities assigned. Qualifications and Experience • Secondary education is required. University degree in related field is desirable. • Five years of experience as an operation assistant in a business environment or as an assistant to a Director in a similar field of work or exposure would be an asset. • Knowledge of the government directory, NGOs, UN agencies, embassies, other offices, etc. will be an asset. • Fluency in English and Myanmar, both oral and written communication. Key Competencies • Diligence, attention to critical details, keen sense of work priorities and resourcefulness in obtaining and researching important information. • Precision and neatness in submitting work completed. • Good drafting and computer skills • Ability to work systematically, accurately, independently and under pressure. • Ability to draft clear and concise communications and to communicate effectively both orally and in writing. • Ability to work independently and in a team and multi-national/cultural environment. • Ability to learn rapidly and anticipate based on past experience likely responses and actions needed.
