Vajpayees PMO functioned on the need to know principle. There was no trust deficit among the teammates. There used to be strict confidentiality and discipline with clarity about work distribution. He adhered to the concept of collective responsibility of the cabinet. But never allowed the dignity of the prime minister or of the PMO to be undermined during his six year regime. No one, at any level whatsoever, could undermine the authority of the PM.
